I've said this once and I will say it again... Government street is crazy!
You are looking at the scene at the AVO Food Mart across the street from the shop. Cops were called because apparently the guy pictured (between the police officers, if you need clarification) opened a bag of chips and began eating them before paying.
Heed my warning: Pay First! It's simple, easy, and omits occurrences like the one pictured.
